The average rate for a fixed mortgage rose to the highest level in two years. Freddie Mac said the average 30 year loan rate is 4.58%. This is the highest level since July 2011, according to Freddie Mac.
Home buyers seem to be entering the market in order to lock in a lower rate and make a purchase as home prices are also on the rise. I expect to see increasing activity in the near future.

Case Shiller Housing Index: May 2013: US Price Rebound Continues; South Florida Market Remains "Hot"
The US housing market price rebound continued in May 2013, according to the Case Shiller Housing Index. On a sequential basis the market was up about 2.6% in May 2013 over April 2013. On a year-over-year basis the market was up about 12%, according to Case Shiller Housing Index.
The South Florida market improved 2.4% on a sequential basis in May 2013, which was inline with the nation, according to Case Shiller. However, the Case Shiller Index showed a year-over-year increase of 14.2% for the South Florida market in May 2013 over May 2012; this was better than the overall US market.
The average US home price was back to the spring 2004 levels, according to Case Shiller. The US market is approximately off 25% from the highs in June/July 2006. The index showed a trough in March 2012 and a recovery in home sales prices of about 16% from that time.

New US Home Sales Rise During June 2013
Seasonally adjusted annual rate of home sales was 497,000 in June 2013, according to The Commerce Department, which said sales rose 8.3% on an year-over-year basis.
Speculation is that rising interest rates may have had a hand in this as people who had been thinking about buying a home may have moved faster because mortgage were rising during the month. This explanation concurs with my theory about continued rising home prices during the remainder of 2013.
The inventory levels for new homes is also tight, which is similar to existing home sales. USAToday, a national newspapaer, reports inventory of new homes would sell out in 3.9 months at the pace of sales during June 2013. The tight supplies are believed to be contributing to higher prices for new homes. I suspect a similar phenominon for sales of exisitng homes as has been discussed in previous posts.

South Florida Home Price Increasing Faster Than Most: Case-Shiller Index April 2013
The South Florida real estate market saw prices increase by 13.0% in April 2013 over April 2012. The average US market was about 12.0% on a year over year basis in April 2013. On a sequential basis, prices were up 2.4% for the South Florida market in April 2013, which was about in line with the national average.
Language in the Case-Shiller report indicated rising mortgage rates will not interfere with the housing rebound. The report talked about consumers shifting to an adjustable mortgage and away from fixed mortgages in times of rising rates. The report also alluded to the fact that some banks are easing credit restrictions.
I tend to agree, but for different reasoning. During the next six months (i.e., until the end of the year), I suspect those who were thinking of purchasing a home will jump in before mortgage rates climb higher. This will inflate the short term units sold as well as help to push up prices as more demand enters the market. However, the longer-term effects of rising rates are more cloudy, in my opinion.

Mortgage Rates Are Rising: Will It Spur A Rush To Buy Homes?
Freddie Mac reported mortgage rates have moved up to almost 4.0%; the company reports the average 30-year fixed rate is now 3.98%.
I believe 4.0% is a milestone that people will take notice of. When they hear this number, people will realize rates are rising. Those who are interested in buying homes will begin to buy in earnest before it moves up higher, in my view.
With the Federal Reserve hinting it may start to cut back on buying mortgage-backed securities and the employment picture improving, mortgage rates could continue to climb.
If home prices stay on the upward trend as does mortgage rates, it could put a damper on the recent housing recovery in the longer-term. However, I believe prices will continue to trend slightly higher on a sequential basis for the remainder of the year in the South Florida market. Buyers will become more aggressive to take advantage of the low rates and I do not foresee a huge influx of inventory over the next six months of the year.
